Teaneck Student's Death on School Trip Spurs Legislation



Highlight: The bill, dubbed "Phylicia's Law'' after 18-year-old Phylicia Moore, is scheduled to be introduced in the House next Tuesday by Rep. Steve Rothman, D-Fair Lawn. It would expand on existing federal legislation that requires schools to have security plans for on-campus events and activities. Full Story

This incident took place on April 16. I didn’t hear about until about the end of May. The news didn’t report on this until June. Black radio in NY tried to give the story some steam and create public interest, but hey, Black talk radio is relegated to Sunday mornings. No one picked up the ball.

This girl was a good student who begged her parents to go on a trip to Ghana with her graduating class. The night they arrived, the students went swimming. Witnesses said Phylicia did not participate although she knews how to swim. After swimming, the kids went to their rooms to hang out. Some had drinking parties and some went to bed with their lovers. The chaperones did not check on the children and they were free to run around the grounds and hang out until the wee hours of the morning without supervision. Phylicia was later found floating in the pool fully dressed and still wearing her swim gear underneath her clothes. There was no water in lungs suggesting that she was placed in the pool after her death. There were no witnesses and no one admitted to seeing Phylicia after they left the pool area. The Ghanaians performed an autopsy immediately upon retrieving the body, without permission and destroying any evidence there might have been. The parents were called callously to retrieve their child and had to cover their own expenses. The rest of the travelling party continued with their schedule like nothing happened. The parents said her classmates responded to questions as if they had been briefed.

And the Establishment’s media did not think this was news worthy?
